Then it is time to create a comprehensive plan that establishes policies and guides the future growth and development of the city with an integrated approach to all aspects of High Point’s physical development including, but not limited to economic, social, environmental, land use, transportation, infrastructure, and public safety. The City’s planning area boundary will be evaluated and adjusted as needed during this task. The plan should also include guidance for amending, implementing, and tracking progress of the plans’ goals and policies.
The comprehensive plan should also include a close linkage with the City’s Capital Improvement Plan (CIP). Capital planning and expenditures should be based on recommendations of the City’s area plans and system plans.
