Phase II Stormwater Program

In 1972, the National Pollutant Discharge Elimination System (NPDES) program was established under the authority of the Clean Water Act. The NPDES permit requires that the City of High Point develop regulations, ordinances, policies, and procedures to implement a Stormwater Program. Additionally, the City of High Point is required to maintain adequate funding, management, and staffing for the Stormwater Program. The purpose of the Stormwater Management Plan is to reduce the discharge of pollutants from the municipal separate storm sewer system (MS4).

Phase II Community
The Phase II program extends permit coverage to communities and public entities that own or operate a municipal separate storm sewer system. The City of High Point has been a federally designated Phase II community since 2005. The permit is on a 5-year renewal cycle.

The City of High Point continues to progress and develop while implementing the stormwater management program to comply with the requirements of NPDES Permit Number NCS000421. The Stormwater Services Division is responsible for ensuring that the City is in compliance with requirements of High Point’s MS4 Phase II NPDES stormwater discharge permit. The responsibilities of permit compliance are split between the Public Services Department, Planning and Development Department, and the Engineering Services Department.

Phase II Program Components
1. Public Outreach & Education
  • Conduct public outreach activities.
  • Distribute educational materials to the community.
  • Inform the public on steps they can take to reduce or prevent stormwater pollution.
  • Raise public awareness on the causes and impacts of stormwater pollution.
2. Public Involvement & Participation
  • Comply with applicable state and local public notice requirements.
  • Provide opportunities for the public, including major economic and ethnic groups, to participate in program development and implementation.
3. Illicit Discharge Detection & Elimination
  • Address significant contributors of pollutants to the MS4.
  • Detect and eliminate illicit discharges, including spills and illegal dumping.
  • Develop a storm sewer map showing all outfalls and waters receiving discharges.
  • Implement appropriate enforcement procedures and actions.
  • Inform employees, businesses, and the general public of hazards associated with illegal discharges and improper disposal of waste.
4. Construction Site Runoff Controls
  • Establish requirements for construction site operators to control waste.
  • Provide procedures for public input, sanctions to ensure compliance, requirements for construction site operators to implement appropriate erosion and sediment control practices.
  • Reduce pollutants in stormwater runoff from construction activities disturbing one or more acres of land surface and those activities less than one acre that are a larger common plan of development.
5. Post-Construction Site Runoff Controls
  • Ensure controls are in place to minimize water quality impacts.
  • Manage stormwater runoff from new development and redevelopment that drains to the MS4 and disturbs an acre or more of land surface, including projects less than an acre that are part of a larger common plan of development or sale.
  • Provide a mechanism to require long-term operation and maintenance of Best Management Practices (BMPs).
6. Pollution Prevention & Good Housekeeping for Municipal Operations
  • Prevent or reduce stormwater pollution from municipal operations and maintenance activities.
